COUNCILS across Scotland are making changes to waste collection in a bid to comply with national recycling regulations.
According to Waste Scotland Regulations 2012, local authorities must provide a full dry recycling collection service by January 2014, and food waste collection by Jan 2016.
East Renfrewshire council’s first step is to expand its managed weekly collection (MWC) system — implemented across most properties in November 2010 — to communal homes, which currently receive a fortnightly uplift instead, and do not have the same recycling facilities as individual houses.
A working group has been established to identify solutions to the problem of communal recycling across 7,000 East Ren flats, and environment convener councillor Vincent Waters said: “If all the proposed changes are implemented, the council will enhance its prospects of achieving the national recycling target of 70 per cent by 2025.”
Proposed changes for residents living in flats include a weekly collection of garden and food waste, the installation of communal wheeled bins for paper, glass, cans and plastics, and a residual refuse collection every two weeks, instead of weekly.
The same national regulations apply to properties in Glasgow — which already provides dry recycling facilities for communal properties — and, according to a city council spokesman, the next step is rolling out separate food waste collections to all homes.
He told The Extra: “That is a national obligation and there will be a phased introduction, starting this year.
“We are also working in partnership with Viridor to open the Glasgow Recycling and Renewable Energy Centre at Polmadie, which will improve recycling and drastically cut the amount of city waste that goes to landfill.”
