New rules govern antisocial neighbours
COUNCILS are set to get tough with antisocial tenants across the southside.
Radical changes planned for housing in the social-rented sector will mean tougher rules governing the way local authorities can deal with problem neighbours.
It will mean councils and housing associations (HAs) having greater flexibility over housing allocations allowing homes to go to those with the greatest need.
The measures will also allow councils and HAs to take into consideration previous antisocial behaviour when allocating houses and some antisocial tenants losing their tenancy rights.
The consultation also asks whether and how the process for evicting the worst offenders should be simplified.
The proposals also include a year-long probationary period for new tenants before a Scottish Secure Tenancy is granted.
Scottish minister for housing and transport Keith Brown said: “Landlords and tenants lobbied hard for changes to the way affordable, rented housing is allocated and managed.
“We have listened and these proposed changes reflect, I believe, the views we have picked up from organisations and individuals and communities the length and breadth of Scotland.
“Antisocial behaviour has a serious impact on individuals and communities.
“Feedback suggests that even low-level, persistent antisocial behaviour can harm communities.
“The measures we are introducing will also help good tenants — who currently feel powerless — to deal with bad neighbours, who make their lives a living hell”.
